Beth C. Hilbourn, MBA, PE, has over 30 years of experience working in the energy industry, specifically with fuels compliance, attestation and lifecycle modeling. Beth guides her clients through her comprehensive knowledge of transportation fuel regulations from within energy companies as well as a consultant. She understands the complexities of EPA renewable identification number (RIN) reporting, low carbon regulations, third-party engineering reviews, RIN due diligence and EPA compliance audits, including performance-based testing.
A registered Professional Engineer in Texas and Minnesota, Beth has performed process engineering, process design, linear programming, short-term planning and strategic planning in the refining industry, as well as R&D in catalysis. She combines practical, hands-on design experience with a sophisticated regulatory understanding to help her clients master technical, process and compliance-related hurdles.
Beth holds accreditations as a Lead Verifier for California’s Low Carbon Fuel Standards and California’s Mandatory Green House Gas Regulations for Oil and Gas. She is a member of the American Institute of Chemical Engineers (AIChE) and the Society of Women Engineers (SWE). Beth graduated with a Master of Business Administration from the Illinois Institute of Technology, a Bachelor of Science in chemical engineering from the University of Minnesota and is Six Sigma Green Belt Certified.
