Filipe Costa, PE, has over 11 years of experience in energy compliance, consulting, audit services and chemical engineering. He provides technical compliance and advisory services for alternative fuel production facilities including biogas, biodiesel and other renewable fuel types. His work focuses on the international technologies of waste management, manufacturing of alternative fuels, co-processing, physical‐chemical treatment of drilling muds (centrifugation), thermal desorption of contaminated soils and reverse logistics of electronic scrap and automotive catalysts.
As Director, Filipe prepares and completes fuel pathway validation and annual fuel pathway verification for U.S. producers of renewable fuel under the Low Carbon Fuel Standard (LCFS) regulations. He also performs Quality Assurance Plans (QAP) for U.S. and non‐U.S. producers of renewable fuel under U.S. EPA regulations under multiple pathways, including biogas and biodiesel facilities. In addition, Filipe conducts technical QAP reviews for biointermediates and completes engineering reviews required for registration of renewable fuel production facilities under the Renewable Fuel Standard (RFS) program.
Filipe is a Professional Chemical Engineer licensed in Indiana, Kansas and Texas. Filipe is also an accredited Lead Verifier under the California Air Resources Board (CARB) Low Carbon Fuel Standard (LCFS). He has a Bachelor of Science in chemical engineering, a Professional Master of Science in industrial assembly, and a Postgraduate Specialization in environmental risk analysis from the Fluminense Federal University (UFF) in Brazil.
