Likely Delays in California Property Tax Appraisal Appeals

On March 4, 2020, California Governor Gavin Newsom proclaimed a State of Emergency to exist in the state as a result of the threat of COVID-19. The public health measures taken in response to COVID-19 have impacted the ability of state and local governments to perform hearings and other in-person interactions as well as their ability to adhere to statutory and regulatory deadlines and requirements.
As a result, an executive order was made on July 20, 2020 to allow County Assessment Boards an extension of time to render a decision to January 31, 2021. This extension applies to any pending assessments for which an appeal was filed on or before March 4, 2020.
For taxpayers, this could not only mean delayed decisions on outstanding appeals, but possible delays on appeals made for tax year 2020 as County Assessment Boards continue to work through the back log created by the closure of county facilities. Where possible, it may prove beneficial for taxpayers to work with assessors to finalize appeals informally to avoid the significant delays present when seeking hearings before the Board.
