Tier 3 Registration Updates – Final Clarification

Please see the below guidance for creating or updating your company and facility registrations to reflect the new Tier 3 requirements.
Ethanol Producers
Existing ethanol producers should update their existing company and facility registrations to add “Oxygenate Producer” under the Gasoline Program. Because this is not a new registration, the November 1 deadline does not apply. The November 1 deadline applies only to new company/facility registrations.
If an ethanol producing company/facility has a pending CDX update in the system awaiting EPA approval, please DO NOT cancel that update or request it to be pushed back for the purpose of adding the “Oxygenate Producer” activity. Once the EPA has approved your pending request, you can then update your company and facility for the Tier 3 information.
Ethanol Importers
Companies which currently have facilities registered as ethanol importer facilities or are registered as a PADD ethanol importer, should update their registrations to add “Oxygenate Importer” when convenient. This update does not have to be completed by the November 1 deadline. The ability to add “Oxygenate Importer” to PADD facility registrations is now functioning.
Oxygenate Blenders
If you own an oxygenate blending facility that is not yet registered with the EPA, you will need to submit a new registration for this facility by November 1.
If you are the owner of an oxygenate blending facility already registered with the EPA, you will need to update your registration to indicate the type of oxygenate you are blending at that/those facilities. This update does not have to be completed by November 1.
If you simply blend oxygenates into gasoline at a facility that you do not own, please check with the owner of the facility to make sure they will be taking care of registering or updating that facility.
Certified Denatured Producers and Importers
Companies who are producing or importing Certified Denaturant need to register their facilities with the EPA by November 1, if not already registered under any other program.
