Holly Hart

Holly Hart, CPA, CIA, is a director in Weaver’s governance, risk & compliance practice with more than 16 years of experience delivering performance audits and advisory services to federal, state and local government, education, transportation and not-for-profit organizations. Her work centers on helping organizations evaluate how well programs and operations are performing, strengthen governance and risk management and align strategy, resources and outcomes to maximize public value.

Holly focuses on performance and operational audits that go beyond compliance, integrating maturity assessment, risk analysis and process improvement to identify root causes, inefficiencies and opportunities for measurable improvement. She brings a holistic, systems‑based perspective to each engagement, ensuring that strategic objectives, performance measures, internal controls and organizational capacity are considered together and addressed through practical, actionable recommendations grounded in professional standards and instituional experience. Known for her proactive, collaborative approach, Holly partners closely with management and stakeholders to ensure results are not only technically sound, but usable, relevant and aligned with organizational goals. She is also committed to advancing the governement audit profession through training, mentorship and the sharing of best practices across the public sector.

Prior to joining Weaver, Holly served as assistant city auditor for the City of Dallas office of the city auditor and as an auditor with the U.S. Department of the Interior. She also serves as an adjunct instructor with Dallas College’s career and technical education and certified public accountant (CPA) program, where she teaches government and not‑for‑profit accounting and audit theory.
