Justin Gibert

Justin Gibert, CIA, has more than 12 years of accounting experience and serves Weaver’s advisory practice as a partner in energy compliance services. He primarily supports clients through the phasedown of hydrofluorocarbons (HFCs) regulatory program, fossil-based and renewable-based transportation fuels regulatory environment as well as broader EPA and state-level emissions and fuels regulations. He co-leads Weaver’s HFC phasedown projects and supports producers, importers, exporters and reclaimers of regulated substances along with application-specific allowance holders with the annual HFC audit requirement. He is also the team lead and supervises Weaver’s international offices and team members.

Specifically, Justin initially engaged with the Environmental Protection Agency (EPA) in regard to developing audit procedures on the new phasedown of HFC annual attestation requirements and continues to provide feedback on that regulatory program’s procedures. In addition, he is experienced in providing greater transparency and assurance in regard to the due diligence review and analysis on the transfer of petroleum-based sulfur and benzene credits. Justin also has substantial experience with Renewable Fuel Standard (RFS) Quality Assurance Plans (QAPs), which are quarterly reviews for producers of renewable fuels, including renewable natural gas facilities (landfills and agriculural digesters), biodiesel production facilities and renewable diesel production facilities.

A certified internal auditor (CIA) and member of the Institute of Interal Auditors (IIA), Justin graduated with a Bachelor of Business Administration in accounting from the University of Texas at Austin.
