Kiley Holbrook

Kiley Holbrook, CPA, has spent her career in and around government. She started as a certified public accountant (CPA) at a big four accounting firm, then moved to the government sector where she served as deputy chief of staff for Harris County Precinct 4 and chief of staff for Montgomery County Precinct 4 before turning that experience into a consulting practice. Her consulting work covers the full operational stack including budgeting and finance, human resources, capital portfolio management, enterprise resource planning (ERP) implementation, organizational effectiveness, process improvement, staffing and workload analysis and strategic planning. Much of this work centers on cost savings such as utility rate reviews, efficiency assessments and staffing analyses.

Kiley’s client base spans counties, cities, community colleges, universities and non-governmental agencies. She serves on committees and boards that connect federal, state and local agencies around shared priorities like public policy development and federal funding compliance. In her prior executive roles, she oversaw budgeting, HR, policy development and major capital and county-wide initiatives directly.

A certified public accountant (CPA), Kiley earned a Master of Science in accounting and finance and a Bachelor of Business Administration from Texas A&M University.
