Kelly Grace: Welcome to Weaver’s Motor Fuel Tax Minute, where we talk all things motor fuel. Today we are going back to the basics again and we will be talking about the PERC fee. Go ahead, Emilda. Take it away.

Emilda: Thanks, Kelly. I think there’s a lot of confusion with what that acronym stands for. It stands for Propane Education Research Council. There is a fee and assessment on propane. There are two different types of PERC fees: there’s a federal PERC fee and there’s a state PERC fee.
Under federal, there’s certain requirements to exempt it if you’re exporting a propane. The other thing on the state side, it just depends, is being collected with certain states. There’s alliances out there for certain regions of states in the US, others are handled independently. There is a lot of questions being asked about PERC. There’s not a whole lot of information out there about PERC, but you do need to consider that in states where you are selling propane.
There are members that are collecting the fee and there are non-members that are remitting the fee. It can be a little confusing when you’re out there searching for some answers on the PERC.
Another thing to consider when you’re dealing with propane is it subject to the PERC fee if it’s not odorized or they’ll refer to it as stenched. So stenched propane basically means it’s odorized and it can be placed into commerce. So there’s a few things to consider in that, but there’s definitely some confusion with PERC and we can help.
