Weaver Promotes 19 Professionals to Partner
HOUSTON, TEXAS (June 14, 2023) – Weaver, the 35th largest public accounting and advisory firm in the United States, is pleased to announce the promotion of 19 team members, across eight offices, to its partnership ranks. Effective June 1, the new partners are Zach Anderson, Evelyn Beebe, Michael Bell, Tashiana Briggs, Travis Casner, Patrick De Loache, Marvin Ferguson, Chris Flockerzy, Justin Gibert, Ilya Lyakerman, Vardeep Mann, Tyler Martin, Jason Massey, Paul Mayo, Michael Mischloney, Corey Palasota, Steven Scarborough, Philip Winfield and Jeremy Winkler.

Zach Anderson, Houston, Texas
Partner, Tax Services
Zach has 10 years of experience in public accounting, including eight years of Big Four firm experience. He provides federal and state tax consulting and compliance services to domestic and international investment fund managers, including private equity, credit, venture capital, fund of funds, infrastructure, and oil and gas focused funds. Zach also assists clients in fund formations, deal structuring and M&A tax due diligence. He has led tax compliance for clients ranging from emerging managers to more than $30 billion of assets under management. Zach is an active member of the American Institute of Certified Public Accountants (AICPA) and is a licensed CPA in the state of Texas. He earned a bachelor’s degree in business and a master’s degree in accounting from University of the Incarnate Word.
Evelyn Beebe, Virtual Office Lead
Partner, Energy Compliance Services
Evelyn assists renewable fuel producers with their regulatory compliance under federal and state programs. She is a professional chemical engineer, and prior to her career at Weaver, she held a technical sales role with a multi-national industrial gas producer in which she led process improvement projects across a variety of sectors. She has additional experience in research & development with a Fortune 500 chemical manufacturer. A Professional Engineer, Evelyn is a member of the Society of Women Engineers (SWE) and the American Institute of Chemical Engineers (AIChE). She has served in leadership positions in both societies for over a decade. Evelyn earned a Bachelor of Science in chemical engineering with minors in renewable energy engineering and mathematics from the University of Maine as well as a Master of Science in energy science, technology, and policy from Carnegie Mellon University.
Michael Bell, Houston, Texas
Partner, Energy Compliance Services
Michael has more than 10 years of experience in the petroleum and renewable fuels sectors. His experience includes process engineering design of crude oil processing and gas treating facilities, third-party Engineering Reviews, Quality Assurance Plans, and strategic regulatory consulting for renewable fuels clients. He is an accredited Lead Verifier under the California Air Resources Board (CARB) Low Carbon Fuel Standard (LCFS) and under Oregon’s Clean Fuels Program.
Michael is a licensed Professional Engineer in the state of Texas and has earned a Bachelor of Science in chemical engineering with minor in chemistry from Texas A&M University.
Tashiana Briggs, Houston, Texas

Tashiana has nearly 15 years of public accounting experience, all at Weaver, where she started as an intern. Her industry focus is in professional services, manufacturing, distribution and retail. Her professional background encompasses numerous areas of federal and state tax, including tax compliance and consultation. Tashiana is a certified public accountant in the state of Texas and a member of the AICPA and the National Association of Black Accountants (NABA). She earned both bachelor’s and master’s degrees in accounting from Stephen F. Austin University.
Travis Casner, Austin, Texas
Partner, Forensics and Litigation Services
Travis has more than 12 years of experience providing investigative and financial forensic services for entities in the public and private sectors. He has managed numerous financial forensic investigations involving allegations of fraud, financial mismanagement, financial misrepresentation, misuse of government funds, conflicts of interest, employee misconduct and theft, and other types of white-collar crime. Before joining Weaver, Travis was a manager in the Dispute Advisory and Forensics practice of HSSK, LLC and served in a manager-level position of an international, publicly traded consulting firm.
Patrick De Loache, Fort Worth, Texas

Patrick has 10 years of experience in public accounting and has been with Weaver for his entire career. His focus is on tax consulting and compliance in the real estate and manufacturing, distribution and retail industries. Patrick’s experience includes complex transaction tax consulting and multistate compliance, as well as working alongside clients to ease the burden of annual tax compliance. Patrick is a member of the Texas Society of Certified Public Accountants (TXCPA), Fort Worth chapter, and the AICPA. He is a certified public accountant in Texas and earned both his Masters of Science and Bachelors of Business in accounting degrees from Texas Tech University.
Marvin Ferguson, San Antonio, Texas

Marvin has more than eight years of public accounting and seven years of industry experience. He specializes in federal and state tax planning and compliance related to partnerships, corporations and individuals. His industry experience includes retail, manufacturing, oil and gas, professional services, hospitality, and real estate. Marvin also has experience with multi-tier and multi-generational structures, business startup planning and general accounting services. Marvin is an active member of the AICPA and the TXCPA. He earned both a Master of Accountancy and a Bachelor of Business Administration in accounting from the University of Texas at San Antonio.
Chris Flockerzy, Dallas, Texas

Chris has more than 10 years of experience in public accounting. His core focus is on complex flow-through entities and partnership transactions. Chris provides services to clients in the commercial real estate, multifamily development, real estate funds and professional services industries. Chris also has specialized experience in complex individual tax returns and tax planning. Chris earned a bachelor’s degree in business accounting from Texas Tech University and a master’s degree in accounting from The University of Texas at Dallas.
Justin Gibert, Houston, Texas

Justin has more than nine years of experience in federal and state fuels compliance. At Weaver, he is an internal and external resource for inquiries surrounding federal EPA, California and Oregon state regulations on transportation fuels compliance, including petroleum and renewable fuels. These primarily include annual EPA attestation services, quarterly Quality Assurance Plan (QAP) reviews, and Low Carbon Fuel Standard (LCFS) annual transaction reports and project report verifications. Justin is a Certified Internal Auditor and earned a Bachelor of Business Administration in accounting from the University of Texas at Austin.
Ilya Lyakerman, New York, New York

Ilya has 10 years of public accounting experience performing tax compliance and tax advisory services for high net worth individuals, real estate professionals and investment partnerships, including private equity, debt, hedge and real estate funds. At Weaver, Ilya helps clients preserve their personal wealth through tax planning and tax compliance, entity structuring, family succession consulting and family office services. Ilya is a certified public accountant in the state of New York and a member of the AICPA. He graduated with a Master of Science in taxation as well as a Bachelor of Business Administration in accounting from Zicklin School of Business, Baruch College.

Vardeep brings more than 10 years of experience in public accounting, including a nine-year tenure at a Big Four firm. He specializes in providing tax compliance, consulting, deal structuring, and foreign reporting analysis for alternative investment funds, including private equity, venture capital, fund of funds and distressed debt funds. Vardeep has managed all aspects of tax matters for some of the world’s largest asset management firms. He is a member of the AICPA and earned a bachelor’s degree in business administration with a concentration in accounting from California State University Sacramento.

Tyler has more than 12 years of experience in public accounting, all with Weaver, with an emphasis on financial statement and joint venture auditing and consulting. Throughout his career, he has focused primarily on real estate and energy, serving clients in various sectors of both industries. Tyler has served private-equity backed and other clients on a variety of engagements, including integrated SOX financial statement audits of public companies, mergers and acquisitions, international financial reporting, and group audits. Tyler is an active member of the AICPA, the Urban Land Institute and the Young Professionals in Energy. He earned a Bachelor of Science in accounting from Louisiana State University.

Jason has nine years of experience in public accounting with a focus on audit services within the alternative investments and financial services industries. He has also worked with real estate and energy clients, as well as public issuers. Jason has extensive experience with a variety of entities with up to and over $1 billion in assets under management, including real estate funds, private equity funds, venture capital funds, hedge funds, broker dealers and banks. Paul has more than 10 years of experience in public accounting. Working in Weaver’s Private Client Services practice, he provides impactful tax planning and compliance for high-net-worth individuals/families, entrepreneurs and their closely held businesses. He aids in tax planning to meet short and long-term goals, including quarterly/annual tax projections and other tax consulting engagements. Paul works with family businesses holding net worth of up to $500 million, including assisting clients and internal teams by providing business financial reporting help. Paul is an active member of the AICPA and the TXCPA. He is a Certified Public Accountant in Texas. Paul earned an MBA with an accounting emphasis from St. Edward’s University, and a Bachelor of Business Administration, business management and entrepreneurial studies from Texas State University.

Michael has 10 years of experience auditing publicly traded entities, private equity-backed energy clients, technology companies, manufacturing, distribution and retail clients, and other commercial entities. He is skilled in applying PCAOB and AICPA auditing standards as well as preparing financial reports that comply with successful efforts or full cost oil and gas standards and U.S. Generally Accepted Accounting Principles. Michael is a Texas Tech University graduate and Certified Public Accountant. He serves as the Vice President of the Austin Society of Council of Petroleum Accountant Societies (COPAS) and is also a member of the Texas Society of Certified Public Accountants, Austin chapter, and the AICPA, Austin chapter.
Corey Palasota, Dallas, Texas

Corey has more than 15 years of experience helping clients navigate mergers, acquisitions and investments in the health care industry. He has been involved in more than 1,000 transactions serving health systems, operators, attorneys, physicians and private equity investors. Corey’s team issues fair market value (FMV) opinions, helps clients evaluate investment opportunities, resolves valuation disputes, and performs valuations for tax or financial reporting purposes. Corey is often asked to serve as an advisor to buyers or sellers during the transaction process.
Corey holds the Chartered Financial Analyst (CFA) designation and is a frequent writer and speaker for various professional and industry organizations. He earned a Bachelor of Business Administration degree in finance while enrolled in the Business Honors Program at the University of Texas at Austin.
Steven Scarborough, Fort Worth, Texas

Steven has more than 20 years of tax accounting experience. His career focus includes state and local tax matters, specifically sales and use tax, property tax and indirect tax compliance. Additionally, Steven has experience in audit defense for claims involving sales, fuels and IFTA taxes. His experience includes serving clients in a wide array of industries, including energy, technology, retail, manufacturing and leasing. Steven is a member of the Institute of Professionals in Taxation and the Institute of Management Accountants. He earned a Bachelor of Business Administration in finance from Texas Christian University.

Jeremy has more than 10 years of public accounting experience completing and supervising audits of investment companies, including hedge funds, private equity, real estate and venture capital funds, and fund of funds. His experience includes researching complex topics unique to investment companies such as valuation issues and complex capital structures. Jeremy is a certified public accountant and active member of the AICPA and the Texas Society of Certified Public Accountants.
